Quick answer

The appeal path

  1. Record the disputed ruling, the relevant moves and the grounds for appeal.
  2. Submit the written appeal within Article 12.4's deadline using the event procedure.
  3. The Appeals Committee considers the appeal and the reports of the arbiter and its investigation (18.C).
  4. Members with conflicts of interest withdraw from the vote (18.D).
  5. The committee discusses, votes and issues its decision; it reports the case to the Organizing Committee (18.C, 18.G).

What a committee does

Article 18 recommends a committee for events of sufficient scale. For international individual competitions, the stated composition is an odd number with at least three experienced members. It should resolve appeals promptly so the tournament can continue.
