Quick answer
From incident to ruling
- Situation: establish the position, move record, clocks and accounts of the incident.
- Rule: identify the relevant WXF provision and the event's published regulation.
- Action: investigate, explain the rule and take the authorised procedural action.
- Ruling: record the decision and explain the available written appeal route.
Authority has defined responsibilities
Article 17.1 includes delegating duties, explaining regulations before play, handling valid interruptions, replacing an arbiter who cannot perform the role, collecting round results and announcing the end of the event. Article 17.2 describes the deputy's role when the Chief Arbiter is absent.
A repetition dispute as an example
A player says, “That piece has attacked mine three times.” The arbiter still needs the sequence: was it the same target, did the opponent resolve the chase, and was an immediate recapture legal? Articles 19–20 provide the classification. A still image is insufficient evidence for the whole claim.
FAQ
Can the Chief Arbiter invent a new penalty?
Article 17.1.J ties punishment to the rules and tournament stipulations. Authority to handle irregularities is not a licence to invent an unrelated penalty table.
